The short answer

There is no single official "Otay" boundary. "Otay" is a name shared by several different places in southern San Diego County, run by different governments: a master-planned community in Chula Vista (Otay Ranch), a City of San Diego community on the border (Otay Mesa), an older Chula Vista neighborhood (Otay), two reservoirs, a mountain wilderness, a river valley park and a water district. The name comes from the Kumeyaay language; its meaning is disputed, with suggestions including "brushy", "big mountain" or "big" (Wikipedia).

Each "Otay", explained

Otay Ranch (Chula Vista)

The Otay Ranch General Development Plan was approved by the City of Chula Vista and the County of San Diego on October 28, 1993. It covers three parcels: the Otay Valley Parcel (9,449 acres, almost entirely in the City), the Proctor Valley Parcel (7,895 acres, in the County) and the San Ysidro Mountains Parcel (5,555 acres, in the County) (City of Chula Vista). The plan is organized around villages; 2013 amendments changed the boundaries of Villages Eight and Nine and created town centers there (City of Chula Vista). Otay Ranch began to be built in 1999 on 23,000 acres, as one of the planned communities east of Interstate 805 and State Route 125 (Wikipedia).

Eastlake (next to Otay Ranch)

Eastlake is a separate planned community in east Chula Vista, begun in 1986 and built around an artificial pond. The name is often used for a broader area along the SR 125 corridor (Wikipedia).

Otay, or "Otay Town" (southwest Chula Vista)

Otay is an older neighborhood in Chula Vista, just north of the Otay River (Wikipedia). Chula Vista annexed it in 1985 along with Castle Park, in what Wikipedia describes as the largest annexation in California history (Wikipedia).

Otay Mesa and East Otay Mesa (San Diego)

Otay Mesa is a community in the southern part of the City of San Diego, just north of the U.S.–Mexico border. It is bordered by the Otay River Valley and Chula Vista on the north, and by unincorporated San Diego County, including East Otay Mesa, on the north and east (Wikipedia). The Otay Mesa Port of Entry is one of two border crossings in the City of San Diego (Wikipedia). The new Otay Mesa East Port of Entry is planned in unincorporated East Otay Mesa, about two miles east (Wikipedia); it is a SANDAG and Caltrans project that broke ground in August 2022 and is listed as in progress (SANDAG).

Otay Mesa West (San Diego)

Otay Mesa West is a City of San Diego community bounded by Otay Valley Regional Park and Chula Vista to the north, Interstate 805 to the east, SR 905 to the south and Interstate 5 to the west (City of San Diego).

Otay Lakes (Lower and Upper Otay Reservoirs)

The Otay Lakes are two City of San Diego reservoirs. Lower Otay Reservoir has about 1,100 surface acres when full, and its dam was rebuilt after a 1916 failure and renamed Savage Dam; the Chula Vista Elite Athlete Training Center is there (City of San Diego). Upper Otay Reservoir is the smallest of the City's impounding reservoirs, with 20 surface acres when full, and fishing there is catch and release (City of San Diego).

Otay River Valley (Otay Valley Regional Park)

The Otay River is about 25 miles long. It flows through the Upper and Lower Otay Reservoirs, then between southern Chula Vista and Otay Mesa West to San Diego Bay (Wikipedia). Otay Valley Regional Park is planned jointly by the County of San Diego and the cities of San Diego and Chula Vista under a 1990 agreement. It is planned to run about 11 miles from the salt ponds at the river mouth to the land around the Otay Lakes, and currently has 8.3 miles of trails (County of San Diego Parks).

Otay Mountain (Otay Mountain Wilderness)

The Otay Mountain Wilderness is a Bureau of Land Management wilderness just north of the border, about 12 miles east of Otay Mesa, in the San Ysidro Mountains. Otay Mountain is the highest summit there, at 3,566 feet, and the wilderness has the world's largest stand of Tecate cypress (Wikipedia).

Otay Water District

The Otay Water District is a public water, recycled water and sewer provider formed in 1956. It serves roughly 125 square miles of southeastern San Diego County, including eastern Chula Vista, Bonita, Jamul, Spring Valley, Rancho San Diego, unincorporated parts of El Cajon and La Mesa, and eastern Otay Mesa (Otay Water District).
